3 day settlement date?

The 3 day settlement date for trading stocks has just come to my attention. In the trade, what happens to the party that is unable to deliver their side of the agreement? For example, if i was to sell some stock and the buyer failed to complete payment.
Also, is there anyway to avoid the 3 day settlement? By this i mean when you buy stock, for example, the trade is automatically completed and your funds are exchanged for the stock.

AIG was be a best stock to invest if you plot to invest for a long term, because AIG is too huge to fail and beside AIG no longer need government bailout money. if you invest in AIG are now you returning profit is 10-30 times in 3-5 years.
